Given the new announcement of a tier 4: stay at home, what is the guidance for each tier in relation to work and also those who are clinically extremely vulnerable:

Everyone who can work effectively from home should do so. Where this is not possible due to the nature of the work or business reasons individuals should continue to travel to their workplace.
Travel is permitted to continue for work purposes. |
Individuals who are clinically extremely vulnerable should continue to work from home where possible. If this is not possible, they can still attend work as long as it is COVID-secure.
The individual may also be able to be furloughed at the employers discretion if they meet all of the eligibility criteria. (Scheme extended until April 2021) |
3 – Very High alert |
Everyone who can work effectively from home should do so. Where this is not possible due to the nature of the work or business reasons individuals should continue to travel to their workplace.
Travel is permitted to continue for work purposes. |
Everyone who can work effectively from home should do so. Where this is not possible due to the nature of the work or business reasons and individuals are concerned about going into work, the guidance is that individuals should speak to their employer about taking an alternative role or change of working pattern temporarily (e.g., avoid travelling in rush hour). If there is no alternative the individual can continue to attend the workplace as long as it is COVID-secure.
You could also consider if the individual may be able to be furloughed if they meet all of the eligibility criteria. (Scheme extended until April 2021) |
4 – Stay at Home |
Everyone who can work effectively from home should do so. Where this is not possible due to the nature of the work or business reasons individuals should continue to travel to their workplace.
Travel is permitted to continue for work purposes if the individual cannot work from home. Travel into and outside of a tier 4 area is permitted for work.

Individuals are strongly advised to work from home and if they cannot work from home, they should not attend work. Guidance is that individuals should speak to their employer about an alternative role to enable them to work from home is possible.
If this is not possible, you could also consider if the individual may be able to be furloughed if they meet all of the eligibility criteria (Scheme extended until April 2021). If this is not possible, they can be placed on SSP if they meet eligibility criteria or may be able to claim Employment Support Allowance (ESA).
